axlUSDC is USD Coin that reached a chain through the Axelar network rather than being issued there by Circle. The USDC backing it is locked in Axelar's gateway contracts, so a holder is exposed to Axelar's validator set and bridge design on top of Circle, which is why it is kept apart from native USDC.
